Move common code to common dependency

We have code being used by ns_couchdb and ns_babysitter that lives in the ns_server src listing. This code should really be part of a common dependency, but we have blindly included the entire include/src directories for ns_server in these dependencies to get them to compile. We should separate this code into a common repo/dependency to make building more sensical.
