XDCR - XDCR/Mobile Coexistence: Handle the case if enableCrossClusterVersioning setting is disabled after enabling it once

    Description

      If the enableCrossClusterVersioning bucket setting is disabled after it was enabled once and XDCR has started stamping HLV, we need to look-out for this setting change. We also need to decide how handle this scenario - stop stamping HLV? pruning might not happen? etc.

      Potentially, might need to look at getting the setting value changes over the bucket streaming API.
