    Description

      Adding a node to cluster fails with error incompatible_cluster_version.

      Adding the same node works once, but after removing and adding it again below error is returned:

      Can be reproduced with the test:
      ./testrunner -i <ini_file> -t rebalance.rebalanceinout.RebalanceInOutTests.incremental_rebalance_out_in_with_mutation,items=0,replicas=2,GROUP=IN_OUT
