No privilege check on RangeScan create

Noted in code inspection related to MB-53681 that there does not appear to be a privilege check on RangeScan create. This allows a user to create a scan (significant consumption of resource), yet the scan cannot be used (continue will fail).

This is a simple fix requiring a call to an existing priv check function.
