[Backup] Backups will fail to work if plan not present in previous backup

Problem

If the plan.json file from the previous backup is not present, then future backups will fail (here). This issue occurred in CBSE-16305.

Fix

Cbbackupmgr should be able to handle this case, either by creating a new plan file, or using an older plan file.
