Failure to create system collection primary index not properly reported for a backup.

When backing up functions a failure is not correctly reported.

When creating a primary index on the system collection, if there is contention such that we enter the "create the index" code path but receive "already exists" back from GSI, we may incorrectly wait for an index that may be dropped.
