FTS re-ingest data on dropping replicas from 1 -> 0

    Description

      1. Create a cluster, a bucket, load data into the collections.
      2. Create FTS indexes with 1 replica
      3. Once the indexes are ready change replica to 0
      4. In this particular instance index default0VolumeCollection0_fts_idx_0 had ~26M items and after dropping replicas to 0 doc processed becomes ~21M and index building started from there on
      5. We need to debug why FTS is re-ingesting the data while the indexes are fully ready
