Fix intermittent failures enabling cluster encryption

Analytics Jenkins suites are failing intermittently to enable cluster encryption. For some reason, despite configuring failover to disabled, subsequent commands are intermittently failing with e.g.:

Unexpected response on changing node listeners. Response: {"errors":{"_":"Can't change network configuration when auto-failover is enabled."}}
