Include BufferCache lock state in node diagnostics

It is difficult to tell what went wrong, when a locking issue is discovered during post-mortem debugging. We should include the state of buffercache locks in our diagnostics output- we could consider including this in a periodic dump as well, as we do for metadata locks on the CC.
