Use RefCount based lock/unlock shards in shard_transfer_manager

Currently, shard transfer manager uses a simple boolean flag to indicate lock/unlock shards. When a single shard pair is used to do multiple copies, then this mechanism may not be completely reliable. Plasma internally uses RefCount mechanism - So, there should be no functional impact immediately, but it would be better to do refCount in GSI layer as well as it is neat and clean.
