Frequent logging of "ActiveStream::getOutstandingItems: no data from checkpoint"

    Description

      From investigation of MB-60986 it is observed that the memcached logs are seeing the following message quite frequently.

       ActiveStream::getOutstandingItems: no data from checkpoints- type

      E.g. a full line

      We either need to:

      • Fix the underlying issue
      • or update the logging trigger
      • or remove altogether.
