XDCR - restart replications when RC_AUTH status goes to RC_OK

    Description

      XDCR is able to detect when remote cluster auth error is cleared, and no longer there. 

      An improvement can be made such that once the auth errror goes back to OK, for the replications that depend on the remote cluster to restart. 

       

      This will be more user-friendly for customers.
