chronicle sync_nif and chronicle_dump not being installed since rebar3 upgrade

Attempted to runs some perf jobs with 8.0.0-1585 and both fail, error from jenkins console is.

11:37:20 2024-03-14T04:37:20 [ERROR] Request http://leto-srv-01.perf.couchbase.com:8091/pools failed after 20 attempts

I had a quick look in the cbcollect at ns_server and didn't spot any single obvious error that is worth referencing as the cause
