XDCR: negative setting value resulting into large value

    Description

      The developer injection code is getting triggered because the value from the settings map is nil and as a result the integer value returned is -1. This is typecasted to uint32 resulting into a large value as seen in the log below:

      2024-03-13T22:16:00.488+07:00 INFO GOXDCR.CheckpointMgr: XDCR Developer injection found and waiting for 4294967295 seconds for stopping the world...

      The setting in question is xdcrDevCkptMgrForceGCWaitSec but it is possible that more settings are impacted.
