[MOI]: Indexer rebalance failed while adding 2 nodes and removing 1.

Cluster Config:

• 1 Data node
• 2 GSI nodes
• 3 Sync Gateway nodes with sync in progress on 1 collection

Steps:

1. Create the cluster
2. Create bucket and 10 collections. Load 10M in each collection
3. Setup Sync Gateway(3.1.4). Ensure all SGW indexes are ready
4. Create GSI indexes on all collections. Start n1ql query workload in addition to KV workload.
5. Rebalance in 1 GSI node - passed
6. Rebalance out 1 GSI node - passed
7. Rebalance in 2 nodes and out 1 node - Failed
8. On .70 node - Service 'index' exited with status 143
