[Windows] : Couchbase server goes down post rebalance-out of a node

    Description

      Steps to reproduce

      1. Created a 4 node kv cluster on Toybuild Couchbase Enterprise Edition 7.6.2-11262
        1. 172.23.136.147 - kv
        2. 172.23.136.151 - kv
        3. 172.23.136.117 - kv
        4. 172.23.136.146 - kv
      2. Created a couchstore bucket and attempted a few scope and collection operations
      3. Rebalanced out all nodes from cluster leaving only 172.23.136.147 behind
      4. Couchbase Server is down on http://172.23.136.151:8091/ and hasn't come back up even after 2-3 hours
