BP 7.6.2 Investigate high total_records in 1 page

In the linked CBSE, the workload is such that items are inserted and then all items are deleted very often. This causes a recovery point to hold on to thousands of records while the items_count is low. More mutations happen and these items get invalidated, pages get merged, but the total records does not reduce proportionally. This leaves a single page with ~15k items which is not expected.
