Couchbase tools package should include cbq

When the tools package was created in MB-50709. The decision was made to not include cbq, but to use cbshell as the main cmd line tool. But now that our server documentation is also referenced by Capella. The query examples in these doc pages all have reference to cbq. PM has decided that cbq should now be included in the tools package.

If we don't do this Capella customers will not have access to cbq.
