Adjust timeouts for CURL()

      By default 300s i.e. 5min connection timeout might be very high, may be reduce 30s

      Also if max-time is missing use query timeout (even though query timeout in effect, so that thread can be released early), if missing set some default value (120s)

      This will help in capella cc Richard deMellow
