Magma should bring fragmentation to zero when idle

    Description

      We have noticed in multiple CBSEs that users have idle periods in their workload and fragmentation stays at 50%. If a Magma instance is idle, we could compact slowly in the background. This would have the added benefit of improving read only performance and reducing disk space usage.

      Idle period could be set by the user like the existing compaction time setting here - https://docs.couchbase.com/server/current/manage/manage-settings/configure-compact-settings.html
