In a mixed-mode cluster attempting to create a sequence doesn't correctly report E_SEQUENCE_NOT_ENABLED

In a mixed mode cluster where the system collection doesn't exist a CREATE SEQUENCE statement is attempted on a 7.6+ node should fail with E_SEQUENCE_NOT_ENABLED and not fail with E_CB_SCOPE_NOT_FOUND.
