Description
Auto failover can happen if cpu usage continues to be high. We currently pause burst eviction when all records are evicted which was one of the reasons for high cpu in tryThrottleForMemory for writers. We should address the case for tryThrottleForLSS as well if LSS fragmentation exceeds the max threshold and logcleaner is not able to clean faster due to resource saturation.
