Creating FTS Index not working after the rebalance stuck

    Description

      After the rebalance is stuck and it is taking infinite time to rebalance the fts node as mentioned in this ticket. Creating an index through the web console does not go through and the docs processed for the index are zero even after waiting for sometime.
