Support for alter index move for all replica movement with shard affinity enabled

When shard affinity is enabled, add support for moving index when all replicas of an index are being moved around. This will help to load balance and move single index from a shard.

Even if one replica is not being moved, then we can fail alter index as shard affinity constraints will be violated.
