Magma mem used grows unbounded during disk full scenario (was: UI displays that the bucket is using more RAM than the allocated quota)

    Description

      Steps:

      1. Initialise a 2 node cluster running just the KV service
      2. A bucket named 'mybucket' was created with 512MB RAM quota per node. Total RAM across 2 nodes is 1GB
      3. Disk space in the data directory is pre-allocated to simulate a disk full scenario on both the nodes. fallocate is used for the purpose.
      4. Start loading docs into the bucket.
      5. It was observed that the RAM used shown in the UI is 5.94GB, when the RAM quota allocated for the bucket was 1GB
      6. memUsed metric in /pools/default/buckets/mybucket also shows a very similar value to what is shown in the UI. Content of /pools/default/buckets/mybucket is attached
