sys_data_reader_writer/sys_root do not have permission to create entities

    Description

      At the moment sys_data_reader_writer does not have permission to create entities(databases, scopes, collections etc).
      Similarly sys_root does not have permissions to create entities.

      We should grant this permission at the very least to sys_root if not for sys_data_reader_writer.
