Description
Currently, we rely on previously saved recovery plans on a failover-recovery to avoid moving partitions and rebuilding them.
However, in case of an upgrade from a version <7.2.5, the partitions in the recovery plans can be unevenly distributed and propagate the skew. To avoid this and ensure that further partition distributions aren't skewed, the implementation of recovery plans should be reconsidered.
