Improve behaviour of FTS memory throttler

An edge case was discovered in MB-61942 where the FTS memory throttler caused a deadlock wherein the indexing stopped completely, resulting in a stuck index. This happens when we have a large number of fields in the indexed documents. Creating this ticket to track possible improvements to the FTS memory throttler (app_herder)
