Recovery cleaner data log offset validation causes error during recovery

    Description

      For MB-61866, due to page version rollover due to cascading merges, the offset seen by the 2 log cleaners are double checked against the delta chain. As such, a perf test found that the recovery log replay results in an error - MB-62015 - and so, the validation for the recovery log was reverted. This MB is to track and fix the recovery log replay error seen in the perf test.
