Implementation of the KV <---> ns_server Encryption Management API. This includes
- Key format
- Bootstrap keys
- Create bucket new configuration parameter
- SetActiveEncryptionKey
- Definition of configuration files read by memcached
And the optional commands of
- SetEncryptionKeys
- DropEncryptionKey
