[ContBk] Observe new buckets/vBuckets in the continuous backup location

When continuous backup is enabled on a bucket memcached will create a folder in the continuous backup location for the bucket and then for each active vBucket on the node. cbcontbk should notice these changes, log them and add the vBucket UUIDs in question to a list of those being processed.
