Filtered DCP stream backfill may not yield

A filtered DCP backfill may not yield because our yielding code is only checked for items that match the filter, thus a scan may run for a long time, matching none/few items and never hitting the yield limits.

A filtered or non-filtered scan should yield in a similar fashion.
