Join interruption restores node to pristine state (missing node certs)

    Description

      In CBSE-17370, a node joining the cluster is interrupted. As part of recovering from an unsuccessful join, we leave the cluster

      which removes certificates:

      A subsequent join will fail because the node certs aren't present. 
      I'm not sure whether this is by design or not. If the node certs were present before - should they be present after the join?
