Limit the number of links

    Description

      Currently, there's no limit on the number of links that can run concurrently. This could lead to issue like running out of memory (MB-62461) or the CPU becoming too busy to perform crucial operations (MB-62460).

      We should cap the number of links or at least the number of links that are running concurrently.
