[Windows][Vector Search] : Unable to create and use multiple indexes

    Description

      Steps to reproduce

      1. Created a 2 node cluster on windows with 1 node kv and 1 node fts
      2. Created a magma bucket with collections named "_default" and "test"
        and loaded 2.1M docs each ( 4096 dims )
      3. Created a vector index and once it completed indexing dropped it
      4. Created 4 more indexes
      5. Indexing does not start for 3 indexes

       

      Number of mutations to the index is 0 constantly
