    Description

      KV will be providing us the open/dropped collections every backup interval. To cover the (common) case when we want to restore to some point within this interval we will need to scan the final SSTable we plan to restore for collection events. This, along with the open/dropped collection documents from directly before these files, will allow us to construct the manifest.
