Server not requiring rebalance after getting killed

    Description

      We were running the Couchbase Operator regression tests against the RC for 7.6.2 and noticed that there's been a change in behaviour when beam.smp processed are killed.

      We kill the processes using pkill beam.smp which kills all the beam.smp processes. When this is done the pod fails over but the cluster doesn't indicate that a rebalance is required (as opposed to 7.6.1 which indicates that a rebalance is needed)

      We kill the processes on 0002 at 2024-06-25T08:37:02Z
