[BP - trinity] - Error: Meaning and next steps utility.

The goal is, when developers or DBAs encounter a N1QL error, the utility should suggest a corrective action.  If we get answers/next steps for most of common issues, it'll be a progress.

they have a script which simply takes the error number as argument and prints the text for each error number.

Please think of a structure and utility (this can just be a page off query.couchbase.com).
