cbbackupmgr should error when --overwrite-users is used without --enable-users in a restore.

    Description

      The --overwrite-users flag is only relevant when --enable-users is also included. Currently cbbackupmgr silently ignores this, based on discussions with Matt Hall this should instead result in an error.
