Failover logs as "completed successfully" even if janitor cannot run

If during failover, some nodes are unavailable and we do a failover where the Buckets could not be janitored due to the unavailable nodes, the underlying logging for failover can be misleading. We should consider improving the logging and as well as creating an event for this scenario.
