Test Config:
| 6 fts nodes - 16vCPU 32 GB | disk 200 GB |
| 3 kv nodes - 8vCPU 32 GB | disk 200 GB |
Only 1 FTS Index
| Partitions | Partition per node |

Steps:
- Load 1M 128 dims data
- Create 1 fts index with 30 partitions
- Load 62M 1538 dims data
- Indexing got stuck at 52M even with enough resource availability.

I changed the fts quota to a slightly higher value and indexing started back again. This was not at all an undersizing issue here though.
