Set default value of hlc_invlaid_strategy to Error

    Description

      Currently, the default value of hlc_invalid_strategy is Ignore. We would like to change this to Error to prevent a poisoned CAS value from entering the system. However, many of our unit tests will fail due to an Invalid CAS value if we set the value to Error.
