Ingestion hung post scale down operation.

Details

    Description

      1. Create a 2 node 16C, 64G columnar cluster.
      2. Create 2 remote collections each ingesting 1B items and wait for ingestion completion
      3. Create 2 more new collections under the same link.
      4. Perform scaling 2 -> 4 -> 8 -> 4 -> 2
      5. Post scaling operation the ingestion seems to be stuck forever.
