Implement checkpoint file compression with encryption

We haven implemented checkpoint file compression, but never enabled it. Firstly, as part of this ticket, we should evaluate if having checkpoint file compression turned ON is of any benefit at all and doesn't impact performance (also eval the impact on the Magma Open time)

Secondly, the config option is currently deprecated (done in patch https://review.couchbase.org/c/magma/+/212315?tab=comments) . If checkpoint file compression proves to be beneficial, we have to support it along with encryption.
