ShadowStateRequest processing should not block for pending merges/replications

    Description

      As observed in CBSE-17461, a connect link timed out and failed for 20+ minutes due to a long-running merge, which was blocking the calculation of the streaming starting point. This is not necessary- while we need to ensure there are no pending flushes, we would not need to wait for other pending I/Os, i.e. merges & replications.
