cbcollect should not attempt to redact prometheus data

When running cbcollect_info with redaction specified the files in the prometheus snapshot directory (stats_snapshot) are processed. I don't believe there are any data integrity issues as the chances the data will contain the redaction tags (<ud> </ud>) are almost nil. But the file can be sizable and affect the performance and resource utilization of collecting the bundle.
