Add internal query-partition() to get all tuples in a partition

Add an internal function to get all tuples from a specific partition. This is helpful in debugging many things including compute/storage separation, ingestion, ... etc. The function can be used like:

SELECT t FROM query-partition("database", "scope", "collection", 0) AS t;
