Description
We should draw a line as to all settings like isCCR, isMobile etc is at a xmem batch level i.e. if the settings are updated on the fly, it should take effect from the next xmem batch.
Right now, the settings update is spread across router and xmem accumateBatch(). The proposal is to perform only in one place i.e xmem accumateBatch.
Proposed fix: Pipeline will restart on mobile setting change.
