[CLI] rebalance does not work on CE

    Description

      What is the problem?

      When running rebalance on CE we get:

       ❯ couchbase-cli rebalance -c localhost -u Administrator -p asdasd
      		 
      ERROR: Unable to get the HTTPS port of the 172.17.0.2:8091 node

       

      This comes from here. I am not currently sure why it is not returned for the community edition.
