On password rotation propagation failure, causes deadlocks in rotation monitoring

Due to a timebomb timer lifecycle issue, a failure to update special user creds results in the special user credential monitoring getting deadlocked on a future update. This results in the analytics driver being eventually unable to interact with ns_server and its colocated cbas wrapper, as it will fail to get future credential updates and the credentials which it has will expire.
